Well all know the situation... make contact with a faction or two and get the comm frequencies for the others from your contacts. Well, when you are in a Pact with another faction, and they offer to sell you a comm frequency, say NO. Then ask them to give it to you in return for your goodwill. They will ALWAYS say yes. This also works sometimes with Treaty partners.
