These are some new factions with many good qualities and bad (pick your favorite)
New Chiron Federation
+2 Economy (Domination over human activiy)
+2 Efficiency (Bad efficiency not acceptable)
+3 Probe(Strict defense against infiltration)
-3 Planet (Ignorant of native life)
-3 Support (Forces aren't faithful;causes pacifist tendencies)
-1 Industry (Workers are lazy)
*Free Recycling Tanks at every base
*Colony Pods get an extra movement point
-10 votes for Planetary Gov. (other factions don't usually support world powers)
MAY NOT USE PLANNED ECONOMICS

Pearls of Humanity
+5 Growth (Their goal is pop. domination)
+2 Industry (large pop. has great needs)
-1 Research (they have higher priorities)
-2 Probe (Usually get picked on by rival factions)
-2 Efficency (fast industry lacks efficency)
-2 Police (tough to keep pop. in order)
*Headquarters begins at level 5 population
*Any other bases begin at size 2
*Always gains 2 colony pods at the beginning of game
-must always have energy allocated to PSYCH to keep population in line...
-may not steal tech. from another faction (using probe teams)
MAY NOT USE GREEN ECONOMICS

Shadow Cult (complete isolationist)
+5 Industry(Advanced industry is #1 priority)
+3 Research(Conducts alot of secret research)
-2 Growth (control pop. with great effort)
-3 Economy (isolation leads to a bad economy)
-1 Morale (forces somewhat unhappy)
*May build bases UNDER WATER (submerged)
*Sea colony pods are very inexpensive
*They recieve no colony pod or exploring unit at the beginning of game
*They may NEVER be planetary gov. despite votes
-cost for secret projects increased dramatically!
MAY NOT USE DEMOCRATIC POLITICS

CHOOSE which faction you like the best and why?........

I think you are going too far in extremes here, but if I had to pick one, I'd choose the Shadows. I am just too addicted to UoP to go to a non-researching Faction.
