Can anyone tell me anything about Psi Armor? Do I want to use this on endgame anti-boil stuff? Will I be able to use units with Psi-armor against opposing factions?

The psi armor uses psi when defending angainsed any unit

So, it's like, for example, an elite 13-Psi-whatever unit would attack with a huge bonus based on attack/defense, but would defend based strictly on Psi/Morale/Lifecycle? Ignoring the attacker's offense value?

Quite. Of course, the attacker still has the 3 to 2 advantage, but it's really good if a person is just building an army, and they're all green.
