It was purely coincidental I built the Empath Guild last night (v3.0 of course). Much to my surprise and delight, I could see what Yang, whom I was in a bloody war with, was building on the map! I clicked on one of his cities, voila, the city management screen came up. It's just as if I had sent a probe team and infiltrated his datalink. Then I tried F2, sure enough, all the six other factions were infiltrated.
This got me thinking, the new feature would definitely move the rank of this SP a few notches higher. Not only do you get all the factions' commlink frequency, get double vote in council meetings, these infiltraters would really come in handy. It's not exactly the hunter-seeker killer, but if you want to guard your datalink, this is one SP you'd have to rush into.
I don't know about you, but this SP is going to my MUST HAVE list.

This is the way I always thought it should be. It STATES that you have infiltrated all other factions. You could always right click on the faction in commlink and get a serious look at them. But one probe team mission to infiltrate was always more effective.
I say BRAVO! to Firaxis for fixing the bug that didn't give you a full infiltrate with Empath. I haven't done it yet in V3 (without already having Empath), but I would think becoming Governor does the same thing... give you the equivalent of probe team infiltration of their datalinks...

Governor doesn't give you all the infiltrator data, you don't see production for example. But then agian, it says you get nominal infiltration.
