While playing with version pre-2.0 I had to come up with ways to prevent PBs from hitting my cities since the AI can target any of them in one turn; here are two methods:
1. Send a Probe Team to sabotage the production; anybody know of a way to Drop a Probe and move it in the same turn?
2. Amass an arsenal of conventional missiles and send them against the city that holds the PB. Of course, you can't do this before the PB is built. I kept track of all enemy PBs and sent the missiles after them. If the city was too far I'd do everything to get a closer base or airfield.
I like #2 the best.
Anybody have any experience with Orbital Defense Pods? I usually rush to get this tech but I've never had to use them.

Orbital defence is worth it - I had Gaia twice trying to hit me with a PB but the OD destroyed them on the way - after that she kept Platforms going up too unless I killed them and she got involved in other affairs. She was absolutely mad at me because I eradicated one her bases (it was annoying me and I had Cloning Vats, so I didn't know how to get rid of it otherwise). However I never saw this again in my games, maybe because I usually never lift UN-Sanctions? The AI's have PB but don't use them against me (except in diplomatic affairs).

If you kill all units in a base the AI is stupid enough to change WHATEVER it's producing (HOWEVER advanced) to a garrison unit. So if you do this to the base that's producing a PB (or special project) that is nearly finished it will cause the AI to throw it all away for a garrison unit!!!
