What is the best way to regain good relationships towards the other fractions when you have just used a planet booster??
They don't even answer when you contact them.

Invite them to tea.
That always cools people off after a good nuking, so says the Queen.
(I think this has to be set before hand, though, in the Alpha.txt file somewhere under "tea.invite--000001" Change the last two digits to 10 instead of 01).
I'm joking. Only Firaxis employees have access to this option
Some ideas:
1. Try to take over one of his/her cities. That might get the communications lines open again--probably in your favor.
2. Let him/her take one of YOUR cities. That also might get the communication lines open--probably not in your favor.
3. Probe one of their bases with the intention of being caught. There's no better way to say "I'm sorry" than giving somebody a good, inconspicuous probing.
4. Wait. Time heals all wounds--even huge, meteor size ones.
5. Nuke the faction off the board so you don't have to worry about talking to them anymore.
