When a pact brother declares Vendetta on you, does it actually switch the Pact to a Vendetta or does it just downgrade it one notch to Treaty? Or is this a new feature of V3.0? Which I have installed.

The deal was this: While playing as the PK's I sent a probe team over to a University base, which was a Pact Brother. The research was downloaded succesfully and it said they had escaped back to the base. Zacharov then comes on screen and says that he has pronounced a Vendetta upon my faction. But nothing occurred and the commlink screen listed University as a Treaty, one below "Pact Brother". Is this supposed to happen. It would actually make some sense. Countries usually don't go from best friends to enemies in 5 seconds, there's usually an intermediate step.
