As pointed out by VG in the unlimited missiles thread, the scheming warmonger from CivII is back. Lal is Ghandi in disguise. Yes, the evil, warlike east indians from Civilisation have infiltrated the Unity, and now seek to rid the world of your worthless civilisation... I mean, view your police state as a direct threat to their humanitarian initiatives. LIARS! Vendetta upon the PK's! Revenge for Civ!

No crap! Lal is a complete bastard...
When I first started playing this game, I was (almost) always the PKs; so I never really got to compete against them. Nowadays, however, I'm pretty infatuated with the Morganites and am getting a chance to see him in action. Let me tell you -- I'm really beginning to hate that artificially intelligent SOB. Can't maintain a stable relationship with him no matter what. Goes to "seething" for no discernible reason. LIVES in the damn Governor's office. Is in a continual state of warfare with over half the world at any given time. Vetoes every sensible proposal to come down the pike...
Just as annoying as heck.
My current game is a perfect example. Good ole' Lal started out on a fairly large island, all to himself, with one of the largest Monsoon Jungles I've ever seen generated. Of course he got the Hunter Seeker and the Empath Guild. Has been at war with me since day one of contact, because I wouldn't break my treaty with Yang -- whom he is now allied with.... the freak...
Can ya tell I'm peeved?

In my University game I've just finished Lal lasted about 50 turns before being ground into the dirt by the Gaians...and there was much rejoicing!

He did alright in my last game, but the Gaians kept him in line (They had more votes).
