I think it would be nice if you could modify this in game rules. I want my nerve gas and planet buster damn it

Why bother? Just push through the vote to remove UN Sanctions. Just have some spare energy for bribes when you do so. If Lal is the Governor you must bribe him or he WILL veto the vote, provided you're winning in the first place.

Well often in my games Deirdre or Lal ends up being governer, or even if I am I dont get the votes. I actually didnt try bribing them though, I always figured that kind of thing wouldnt work on Lal. Thanks for the sugguestion
