The Planetary Council is such a wonderful invention by SMAC, that I sometimes feel like it's badly underused. Most of the options are no-brainers, especially during Multi-player games (who wouldn't want an extra 500 bucks? etc). So I open this thread for any suggested options for the Council in the patches or new versions. I will post a few of my ideas as follows.

The nasty ones:

1. Arbitrary Trade Sanction. (3/4 Vote)
The condemned party will receive no trade for 10 turns. Just like sanction of our day, soon everybody will be breaking the sanction do make some money. He will increase his dislike to anyone who vote for the measure, especially the sponsor.

Usage: General purpose.

2. Condemnation (3/4 Vote)
The condemned party will suffer increased drone activity and -1 support for 10 turns. This represents citizens not happy about their government for whatever alleged act being condemned. He will increase his dislike to anyone who vote for the measure, especially the sponsor. The governor can't veto a measure directed against him. If he's condemned, a gubernatorial election is called in which his candidacy is disqualified.

A trade sanction and condemnation can't happen to the same guy at the same time.

Usage:
Balance out the human advantage by giving the computer player a chance to kick out the human governor even without the enough population vote.
Cause unrest in enemy cities.

3. Ban Forms of Social Engineering (Simple Majority)
The faction currently have that form of social engineering is given of choice either to change it now for free or defied council order risking condemnation(See 2) and reputation losses. Basic (default) forms of social engineering can't be banned. Ban can be repealed in the future.

Usage: Easiest way to impose condemnation on somebody.

4. Non-conventional weapon disarmament (1/2)
The faction currently with PB's or units with Nerve Pods will either do as asked or faced trade sanctions (see 1) and reputation losses. If one of your pact partners, who has not surrendered to you, vote for the measure and you defied the order, the partnership will be down-graded to treaty. The vote here has no lasting effect. Once the initial hype is over, everybody is free to re-arm.

Usage:
Easist way to impose sanction on someone.
Find out who among your opponents currently process this weapons.
Break up enemy alliances.

The Nicer ones:

1. Organize Centaurian Games (simple majority)
Just like the Olympics. Impose a 5-turn cease fire on all fronts. Sponsor of the measure receive trade benefit from all factions, even those with whom he has no treaty, during the five turns. Sponsor can also dedicate a city to be the host city. The host city will be in golden age for the duration. No one can sponsor consecutive games. Faction who breaks the cease fire during the five year suffer additional reputation loss and riots at home.

Usage: Everybody needs some breathing room sometimes.

2. Planet Day (simple majority)
Sent planes to plant trees. Trees sprout up randomly on terrain which formers can plant trees. The sponsor can also take the chance to map all terrain and gain an temporary view into all cities. Deirdre likes everyone who vote for it, especially the sponsor.

3. Global Peace Initiative (3/4 Majority)
All truce and vendetta is upgraded to treaty.

Usage: Did anyone say Morgan? Did anyone say Economic Victory? Did anyone say "leave me alone I am building Transcendence"?

Geoerge: Great ideas. Here's hoping this stuff could be added to a future upgrade... Another couple of idea:

Formation of Planet University (as opposed to University of Planet)

Allows all factions to obtain all tech already obtained by 3 or more factions. Could only be done once. Could also increase discovery of tech by sponsoring faction by some percentage (but then would need another option to dissolve PU).

Useage: Allow other factions who have fallen behind in tech development to catch up. UofP would obviously always vote against it.

Launch Planet Sattelite

Only possible after 1 (or 2or 3) factions have discovered advanced spaceflight (I think that is it). Creates ownership of sattelite that could be used for orbital insertions by each faction. Factions can launch planet busters at the Planet Satttelite to take it down (but this would obviously be an atrocity) or have another option to vote it down)

Usage: Again allow factions to "catch-up" in tech.

Organize Fungus removal
Ramdomly remove some patches of fungus. Increase mindworm attack for a few turns.

Usage: Hmmm... So Lal build Xenofugus Dome...

I saw some great ideas. The ones I think should be added (hopefully by patch) are:

1)Ban forms of social engineering.
I think that 3/4 majority should be enough, because otherwise it might never be implemented. Actually it's kind of strange that this isn't included in the game already, since the factions all have a hatred of one or more specific social engineering choice(s). And it makes sense for them to use the council to get other factions to adjust their society to their own believes.
Certain factions share a dislike of some of the choices so that they can team up for the voting.

2)Non-conventional weapon disarmement.
This is a great way to force other factions in to more civil behaviour. I imagine that the Peacekeepers would go for this if they were powerful. On the other hand if Yang was powerful, this would never pass. It really adds to the atmosphere.

3)Global Peace Iniative.
There isn't an option in the game at this moment to reach that certain perhaps utopian stage of the so called global community. I'm not saying every game should end in peace, but it would be great if it was a possibility (as it still is today). This adds a new path which the factions can take, since this is a empire-building kind of game you should be able to go this way if yo want to.

Perhaps we should start a sort of voting system on this forum to let Firaxis know how many people want these (or other) extra council options.

I will like an game option for either simplified or advance council options. So that players can choose either to play the council option as it is right now, or have or fancy options.

By the way, My favorite is still the Centaurian Games. For those who following the Olympics on this planet, you know how intensely political the game is - money, pride, show off, and the depriving of your opponent the ability to do so.

Good posts everybody... I like some of the ideas for council adds these are my picks in order and why:

1) Global Peace Initiative (3/4 Majority): I love this idea... Why? b/c this holds to the spirit of the game and might make for some interesting gameplay...

2) Centaurian Games (Simple Majority): I like this idea as well... with a few modifications... Every Factions should get some trade bonuses though the sponsor would get the most... I would make it a 2/3 to 3/4's majority due to its benefits and/or grant the right to anyone who does not to vote for the games to not participate in them... This would hurt their reputation, but not as much as if they were in the games and attacked someone...

3) Non-Conventional Weapons Disarmament (Simple Majority): Again good idea, but I would also have this act stop all production of in progress (Non-Conventional arms and units have their production start at zero after implimenting this act) That way someone can't hold back the poduction of a few planet busters "disarm" everyone else and then build a few the next turn... If you don't comply with this "disarming" then you automatically have santions brought against you and lose rep...

These are my top 3 picks thus far... the other ideas I'll speak upon next time I get the chance... And perhaps I'll think of some of my own as well... Thanks and Keep up the good work...

Here are some variations on the trade pact:

Centauran Union (CU): Like a trade pact, except that factions can opt out for nationalist reasons, and factions can vote to exclude other factions, like Turkey...er...Yang.

Alpha Centauri Free Trade Agreement (ACFTA): Your southern neighbors send you their drones, while you send them your industrial production. Your northern neighbors complain about cultural imperialism and restrict your holovision programs.

Association of Sophisticated Alpha Centauri Nations (ASACN): Does very little for commerce, but everyone will want to join because they think that it will make them more popular (like Myanmar...er...Yang). CU members still won't have anything to do with them, though.

Centauri Trade Organization (CTO): Allows all of the factions to get together and acuse each other of protectionism. It's usually ignored.

Centauri World Bank (CWB): Provides loans to factions to help speed secret projects. Half of the loaned money gets siphoned away to accounts at another faction's base, however.

Interfactional Monetary Fund (IMF): Provides loans to factions that are bankrupt, provided they immediately switch to Free Market market choice. They must stay with Free Market, even if they are being overrun by mind worms.

Global Vendetta- Everone declares vendetta againt a partivular faction. Everyone but the target must vote yea to implement.

Also, George, in response to "who wouldn't want an extra 500 bucks?" question: I used to think so myself. Then I found myself bringing in 1000 credits per turn net and fighting a two front war with much pooreer Yang and Deirdre. Needless to say, when Miriam brought the salvage proposal before the Council, Morgan and I voted no. As the richest, we had the most to lose in relative standing. To some of the factions that would have been a 100% boost; to me at the time it was only a 10% boost. Just wanted to answer the question; please don't take offence [we've had far to many people taking offence on this forum lately ]

Anti-Planet Day
All fungus inside a three square radius of any city is eliminated. +50% ecological damage for 5 turns.

World War
Every faction declares Vendetta's on every other faction at no cost to reputation unless they have pacts. Truces cannot be made for 20 turns. Only unconditional surrenders can be made.

Global Science Agreement
each faction gets +1 research in Social Engineering

Some of these ideas are really great. It would be good if Firaxis could patch them into the game.

How about these ones as well:

1. Planet Environmental Summit
(3/4 majority)

We should aim to reduce global pollution. This would be reflected in a +1 planet bonus to all factions ( or reduced mindworm attacks, reduced eco damage in cities etc.)

2. Repeal changes made at Planet Environmental Summit
(3/4 majority)

Rescources will be consumed.....
Obviously undo whatever happened in no. 1.

Allow Retalation:

Atrocities don't count if the victim commited one on the same scale to you on the same turn. Kind of like repealing the charter, but not as drastic.

Pass Human Rights Agenda

One extra drone for anyone under Police State or Thought Control

Unite Against Nuclear Warfare

All pods in orbit are used to destroy all planet busters launched, regardless of who owns either.

Terraform Planet

Everyone gets an extra nutrient per square, mindworms don't come as often, plus some large amount of eco-damage

Investigate Earth (Would require some major spaceflight tech)

Random chance of every faction getting next two tech advances free

Hm, I had a similar idea to Unite Against Nuclear Warfare. Basically, it allowed you to set your defense pods to protect another faction's cities.

Possible twists might include that offer being part of the negotiations. Or maybe even affecting a computer player's attitude towards you. (Human players, of course, could still decide to ignore a neutral faction's efforts to defend his bases and prove to be an ungrateful bastard.)

What makes diplomacy in the real world interesting are tradeoffs... So when you have a suggestion like "Global Environmental Protection," it would be more fun if you get, say +2 Planet but -1 economy, or everyone pays 500 credits (or takes out a loan to the Planet EPA) to do it...

Of course, the Gaian "I'm already Green, don't take away my advantage" consideration kicks in, but if you're really playing the role, you WANT everyone to be Green; you don't want to beat them with your own greeness (whereas Morgan DOESN'T want everyone to get the +500 credits because it benefits them more).

What about an option during voting, where you can say to another faction "OK, I'll vote for X if you vote with me in the vote for Y". Of course the factions could make you this offer too, and blow your head off if you fail

To balance out your human rights measure, I propose this:

1) Planetary Stability initiative:

-morale for democracy and free market.

Althought I still think this is cover under the banned social engineering measure. Since a faction can defy that measure risking drones and sanction.

All these ideas sound great, but aren't you forgetting something? You can buy off the votes. For example, you could just sanction yang for attking you. It would be very unfair to the comp becuase he rarely buys votes. The other ones that affect everybody (IE, GPI), are good.

How about this:

"Propose to repeal trade sanctions"

Say you got more than 50 years of trade sanctions(or 5000+ in my case. Don't ask ), with this you can propose to get them all repealed. You would have to be really good for 20 years or so, if you want a chance at passing this at all...and if you used too many, it won't pass at all.

Just thought it would be interesting...

Unity Pod Discovery:

Open all pods. The minerals to nearest city still works as usual. Mindworms will be released. Ownership of all unity rover and unity foil goto the owner of the nearest city. All cash will be divided evenly. Can only come up when somebody has the entire map (after sattelite prosumably). And can obviously be done only once.

This isn't a council option, but it is something I've been thinking of as a patch idea.

In addition to being able to name and rename a unit type, how about being able to name an individual unit? (Especially ships.)
