Could someone describe how these work and what their advantages/disads are? Does slapping psi on a elite needlejet just produce a demon boil of locusts with different movement rates? Also, for a late game tech don't most people have psi defense anyway?

Yes, Psi attack lets you have a human unit attack like a native lifeform, using the psi routine. (Remember that the psi needlejet won't be able to capture cities, although locusts can. Try a gravship instead.)
I think Psi armor forces the other side to use the psi attack routine. I'm not sure if it's cost-effective or not - by the time I get psi defense, I've usually crushed my enemies anyway.
