When you join forces in a Pact with another faction does this mean they will always help defend if you're attacked by another faction? I'm pacted with UoP and Zakharov doesn't seem to mind that I get buzzed by missiles from the Gaians. Do I have to contact him and request his support?

Usually, You have to offically ask for help. That does't mean they will help though. PK, Miriam , and Santiago help their ally 95% of the time. While UoP, Gaian, and expecially the Morgans, are very reluntant partners. I only get Morgan to fight for me once with the thread of breaking with him.
I always play Yang, so I don't know how AI handles him.
