It's getting extremely annoying, basically every time some new complex becomes available e.g. Robotics Complex, EVERY SINGLE DAMN CITY STARTS BUILDING ONE!

WTF is this all about...? It's so irratiting, I will set newly conquered or small growth citys on BUILD and start them off building recyling tanks, creches, labs & banks after they have a defense unit and then they keep changing the damn thing to offensive or just dumb things.

For example for a while one of my biggest cities instead of building a Habitation Complex kept changing to Mind Worms & Locusts of Chiron none of which I need! Can I turn the governor off without it effecting this or does the governor perform any other functions...?

Why the hell do they all want to build the same thing...? It seems to go in vogue, e.g. I had 20 citys all building Robotics Complex's etc.

This is getting damned annoying, please help!

Unfortunately, you have hit the nail right on the head. Although I think the governor's idea to be good, they can't read your mind as to what you want and they will build something in accordance with preferences that are buried in the code. I can only postulate this as there is nothing specific in the manual. As a result, I suggest using the build cues. However, you do have to watch these as technology, terraforming and other obvious changes may equally result in illtimed or useless production.

BTW, I just control each of my cities individually and set the presets that tell me when production has been completed. I find that this allows me to build my units to meet my force mix requirements and also better allows me to jump in with energy credits on a rush job. This is especially helpful with beating another faction to the punch on specific secret projects. On the other hand you may find this as too slow for you so the build cues are your only choice.

I NEVER use governors. I find that what I want to do at each city varies with its resource mix (is it growing fast/slow? does it have high energy output?) and the overall strategic and tactical situation (do I have any vendettas? How close to the front is the city?). Throw in the results of a new technology (better units? new structures? secret project?) and there is no way I am going to trust the decisions to some machine. If I'm going to blow it and lose, I'm quite capable of doing it without outside help , but so far I'm 2 for 3 and looking good in a fourth game.
