First of all, 500 credits is not a lot considering the costs of upgrading units.

Secondly, it might be more interesting if the energy received is not fixed: as technology advances, the more efficient the salvage process is, and the more the amount of energy you got. So maybe Firaxis could consider making the amount of energy salvaged proportional to the best/average technology level of all factions. The interesting part is, if the majority of factions is patient, all can get a better deal later.

I also think it shoudln't be vote. I think there should be a(set of) tech(s) that allows a single faction to do it alone. The first to do it would be rewarded with all of the energy credits. This may anger the other factions, but you could use your new cash to blow someone up :p.

Salvaging the fusion core seems to significantly benefit the Hive and Believers who have poor economies and low energy production. Even before the middle of the game (which I define as any level 7 tech) Morgan can make 500 credits in three turns.
