Oh great. I'm playing UoP, the year is 2400, and only the Gaians, the Spartans and I are left. The Gaians are by far the largest faction - they literally have cities all over the darn planet. And what's worse, they have caused enough environmental damage to raise the sea level _four_ times until now - luckily I got the tech in time to counter the effects ... but still - shouldn't the Gaians be the faction that's _not_ causing any environmental problems ?

Well, they should be trying to limit it, for sure. In this example, maybe it is a point where Firaxis _might_ want to look at changing it a bit. However, without looking at it myself, maybe there is a reason for it, I don't know...
But you're right, it doesn't sound right that they're doing so much. A little is inevitable, but they shouldn't be raising the water level 4 times...
