All AI that surrenders to you on higher difficulty lvls should either ..
A> Contribute energy credits (tribune)
B> contribute war material to your faction for help in war/defence of cities ..
or..
C> give freely one new advancement per an
unspecificed amount of time ..to your faction

Now thats how it should work, chaps..

Currently, they do give you tech when ever they discover it (without about a 2 turn delay). And you can at anytime request a tribune from them, they never refuse me, yet.
I am currently on thinker level.
