I wonder if they could use a different method to determine how the AI feels towards you. Instead of picking one social engineering choice you could use a social factor( or perhaps even 2 for some factions).
For instance, if you have an economy other than free market, Morgan doesn't like you. If you used your economy rating to determine his attitude instead, it would allow flexibility. For instance if my econ. is 0 then Morgan could be neutral. If you have a +1 then he can be somewhat favorable, a -1 then he's slightly unfavorable.

But would McCarthy and other pro-free market economy people care whether or not the Communists had good economies? For some factions it makes more sense to do this than others though. For instance, if my Planet rating is 2 or three, but my economy is planned, why is Deirdre mad at me? Because she is really concerned not with green economics as much as just "greenness" in general, it doesn't make much sense, whereas with Morgan, it seems natural. Similarly, shouldn't Yang not care as much that I'm not a Police State if I choose "thought control?" Oh well. These are minor problems at worst.
