Sorry, Marick, I'm too lazy to go over there to the forum but I wanted to say that in my experience the PBEM is best begun as a hotseat game. My friend and I started a PBEM as hotseat for about half an hour and then went to PBEM. PBEM in the early game is just silly -- emailing turns which basically (sometimes) last two seconds -- "Turn Complete!"... just isn't too fun. If you wanna play PBEM SMAC do yourself a favour and start it hotseat or use the Time Warp option to accelerate your start!

Hmm. I know Brian Reynolds was a big-time Empire player -- and this is one that Empire handled well. It would let you play several moves at a time in the beginning, by calculating whether you could possibly bump into someone else within X moves. Saved a lot of hassle.
(Empire also perfected auto-forwarding and other things in ways that AC could learn from...)
