I'm at war with the hive, and bought a city in his back yard before starting it...all it can really do is send out probe teams. When I reach the closest city it has troops all around it. above it is a cluster that I can't buy no matter what. Below it is a unit that costs around 250.
The city itself (Size 1) costs 190 or so.
I get every single unit stationed around it.
Does anyone but me feel that this "feature" is just plain WRONG?

You should really have to pay for the troops around the base. Someting Firaxis didn't consider, I suppose.
