Will the play by e-mail feature work if players have different language versions of SMAC? I wouldn't ask but on the download page it suggests that the UK version of the patch is different from the US version and I might not be able to play by e-mail with people in the states. Which would deny me the ability to thrash Venom via e-mail.

It will, once the patch for the foreign versions is released, since PBEM is a v2.0 addition. When it will be released, I don't know for certain. It's a priority.
