I just started the game without the CD in the drive and it's simlar to CIV II. You don't need the CD in the drive but some features (i.e. movies)would not be available. However, I believe you don't need the CD at all if you did the full installation which copies the entire CD onto your hard drive.

The cd does not have to be in to play if there has been a full install. You do get an annoying splash screen letting you know the cd is not there that asks if you want to continue.
I'd call it a minor human interface bug. I did the full install so I wouldn't have to hunt for the cd when I wanted to play. I'd prefer that the program as it loads be smart enough to recoginize that a full install had been done and blow by that checkbox. The checkbox would only be displayed if a full install had not been done, and the player had a profile that wanted movies and sound.
