When I try to shore-bombard enemy improvments
I get the message "bombardment ineffective."
Why?

Well I have to try up to 5 times sometimes to actually destroy one fo thier improvements. I don't know what you can do to improve your skill (except mabee become a vetran or something) But it may take a while to actually hit something.. This makes the hit-and-runs hard tho.
