I am currently Planet Governor (well, in the game, anyway). However, when I follow the directions found on the bottom of page 111 of the manual and attempt to gain access to another faction's reports, the only one I find is an enemy faction I have previously infiltrated by probe team. As a test, I sent a probe team to another faction and was able to gain their report. I also held a Planetary Council election and re-elected myself Governer, but still no access. Is this a bug, or am I mis-undestanding the rules? Save game available upon request.
