What's the deal with monuments? Whenever I select the menu item, nothing ends up happening.

Also, how do you declare vendetta? This question was asked about the demo, and someone mentioned that in the full version it was a right-click option in the commlink menu, but I don't see it. Is there a way, other than attacking?

For vendettas:

It doesn't matter. If you declare vendetta or if you just attack you still take a reputation hit, so you're better off to pull a sneak attack than formally declare war.

Try and threaten the person you want to go to war with, and pick the antithesis of their government for the diplomatic negotation (don't worry, when you switch back the money you spent is returned) to reduce friendliness. If you're lucky, they'll declare vendetta on you, and then THEY get the reputation hit.

It **DOES** matter (especially when playing multi-player). I want to at least be able to renounce a treaty even when they won't talk to me. Otherwise how do I close down the commerce between us! I may want to do this without actually attacking or being attacked.

You misunderstand.

Vendetta=War.

Bell here asked how to declare war without attacking, and when declaring war or just sneak attacking it makes no difference diplomatically.

As for calling off treaties, I don't think you have a choice. I know you can renounce Pacts of Brother/Sisterhood by clicking their names in a certain way (B-Click or something like that.) But I don't think you can do anything more than that when people refuse to talk.

If an enemy refuses to talk for a long time, just forget about them. They obviously harbor some hatred, and so they're going to let it out at one point anyway. Better to strike them when they're not prepared for a war. However, normally, the AI will only refuse to talk for a turn or two.

However, when it comes to angry players, you just have to tread softly. Don't expect the guy you Planet-Busted to compromise or surrender easily.

You can renouce Pacts by right-clicking on the factions comlink and selecting the option from the popup menu.
