I posted this to the troubleshooting forum also but wondered if any of the usuals here were getting the same problem:
Ok, here is the situation in which this bug occurred:
The game was drawing to a close and my superpower Spartans were on the verge of abosolute conquest. The other factions remaining were the Gaians (3 cities left and a Treaty with me), The Lord's Belivers (No longer a significant power), the Morganites (2 cities left and a pact with me...My help was too little too late for them), and finally, the Hive (No threat to me but a source of major annoyance). Anyway, here is what happened. I hit a coastal Hive city hard with Shard Marines from a Fusion Transport Cruiser. The city was taken almost immediately. Being the kind ruler I am (smirk), I decided to turn this once Gaian city back over to the Gaians...hell, I didnt need another city. I contacted Deidre and selected the present gift choice and chose Turn Over Base. ***This menu is also bugged as you have to scroll the list with the arrow keys when selecting the desired base***. After handing over the base to the Gaians, it immediatly placed my Shard Marines and Transport within their territory. Well, my forces where immediatly moved to my closest base...WHICH WAS FAR INLAND. This resulted in a LANDLOCKED expensive transport which I had to disband (could not move it). The AI should have moved it to one of my coastal cities...not just the closest base.
Just thought I would mention this relatively minor bug. Great game, Firaxis...a true masterpiece.

The 'return to inland base' action for naval units is fixed in 2.0.

Ack! I forgot to mention that I was running ver. 2.0. However, this was a save game from the previous version. I upgraded before finishing the game.
