Playing UoP as citizen, Governors on in all cities and I have more than 50 Isles of the Deep. The AI did only have SeaBases left but is this excessive? I was so far ahead of everyone and really could've used some Base Facilities. Hitting Hold 10 times a turn can get tedious (I was producing really fast) Also, the Governor builds PlanetBusters. Should my Governor tempt me so...there should be a new victory condition....only faction not sunk under the sea!

you should have set the govoner to a different setting. i think the right one is either explore or build. really useful
