Something kind of similar might have been mentioned somewhere in the Civ III topics. I don't know; I haven't read them. Here I go.Personal Prelude,
Master of Magic ruled. I would have loved to see a sequel to it, but it never occured. I think Civ III could 'borrow' some Master of Magic ideas for it.
Civ III has to have the core aspects of the Civ series, but why not have it occur on a Fantasy Land. You could still have the Earthly Techs from the Wheel to Space Travel, but you could also have Fantasy Races from Elves to Goblins and Magic Techs from simple Summoning Spells to Attack Spells. Your methods will be based on race. Certain races like maybe Elves can be predominately Magic Tech based, while others like us Humans could be predominately Scientific Tech based. Others still could dabble in a little of both.
To allow for both Magic and Science, there will have to be a few modifications to the original Civ. For the Scientific Races Research goes to Science advancements, for the Magic Races the Research goes to Magic, and for the dual races the Research could be evenly split. The dual races won't be advanced in any one way, but they will have the chance to mix and match Science and Magic unique ways.
Things like Gold Deposits and Wild Games will be the same for everyone, but some Resources can work for different races differenty. For example, A Gem Deposit could be both sellable and magical. The Science races use the Gem Deposits as a source of income giving them more Currency per City, while the Magic races use them as a source of Mana.
The Wonders can be a mix of both. Some Wonders would only be good for Scientific races, while others will be good for only Magic races. Generic Wonders could works evenly for both. Buildings could work the same way. Even End Games could work like that. Science gets Space Travel, while Magic gets a magical Transcendance or somwthing.
The coolest aspect of this idea would be combat. It would probably have to be a Turn-Based battle screen combat (like Master of Magic or the HOMM games). Just think. The Humans launch an Air Raid on the Elves. The Elves summon up a Dragon. This creates a Godzilla-like battle between a fleet of Fighters shooting armor-piercing explosive bullets at the Dragon, while the Dragon tries to cook the planes with a fiery breath.
