Let's see, should we add a feature to encourage atrocities and give players a huge benefit without any counter-balancing penalties?

Hmmm...

I know what they are, but humor me, singularity, explain them.

I found these to be very useful in Civ & Civ2. A few nukes can blast a very large hole in your enemy, and then your armor walks in & takes over. Of course, I tended to have armies of 30 or so settlers & engineers who could clean up the damage...

In SMAC, they could make it an atrocity, somewhere between nerve gas & PBs... and make larger diplomacy penalties for hitting cities. The extra eco damage would also help keep game balance.

Mooman,
A neutron bomb is basically a nuke in an artillery shell. It has a range of about 120km. While a regular nuke has a huge "shockwave" which does the destruction, a neutron bomb just gives off huge amounts of radiation which kills or severely burns everyone within a certain radius. Therefore, a neutron bomb leaves most of the people dead, but the structures intact.

Hmm, then what about these as the effects?
Neutron bombs destroy everything in a ten square radius(cept mines, boreholes, collectors, mirrors, pods, monoliths and bases) when DETONATE is selected from the Action Menu?

So Neutron Bombs are what China can hit us with now because CLOWNTON gave them the tech for campaign cash? Great, I am glad to know I will most likely be burned to a cinder in a few years..I will rest easier now.

That's almost amusing but I don't think this sort of political hearsay belongs here.

So, Singularity, IYO they should destroy units, bases, but not improvements or land?
I vote Yea.

So-called "conventional" missile warheads kill all units but don't kill population nor destroy structures or terrain improvements. Sounds like tactical neutron bombs to me.

When I first read that, I read "herasy"

Nonono, it's not hearsay! Clinton asked Chinese contributors for a million, he got $300,000. For the Tianamen Square massacre and other human rights violations, we imposed 40 years of trade sanctions against China in 1989. Right on Clinton's election, these sanctions were lifted one by one, and American firms started launching rockets and satelites in China. Recently, China has been giving us every indication that it is devoting a good deal of resources to ICBM technology, and China has been flexing its muscles in anti-US ways. Also, a researcher was recently discovered giving US missle tech to China.

Clinton's general laxness and confusion on US-China foreign policy is a well-known truth. This is not much different than selling your own country out.

Nuts, I read an article on the campaign contributions, but now I can't find it!! I'm writing an e-mail to a couple of people, update shortly.

Yeah, the Heritage Foundation is one of the few organizations to hold Bubba's feet to the fire; Judicial Watch is another.
