this is a very powerfull item. as soon as i get it, every single base starts making land, sea, and air(yes you can put a colony pod on a needlejet), colony pods, and i spread like mad! war or no war. if i loose a few, so what, the net profit is enormous. after 20 years,i can elect myself govenor with all the votes those extra cities give me. if i can work it out, i generaly let a computer player build that one so that they at least have a chance against me, heh.

so what other projects are too powerfull? and what tech pre-requeset should they have?

If the Cloning Vats came any earlier one would be unstoppable. In my current game, yes it's on Librarian (I was not feeling smart that day), I had 3080 votes at the last election and the 2nd place was Miriam with 78. My second base I built in a nutrient patch and started cranking out colony pods from day one. Then I went to take over Yang and he gave in after about 70% of his bases. Moved on to PKs but he wouldn't give up so I got all of his bases. Miriam has lost 8 of hers and still wont give up. Dierdre got PBd. Santiago lost 3 cities.

I conquered almost everyone with one locusts unit(pre-boil!). Yeesh. Back to Trancend.

No, it does not come too soon. Think about it. How much expansion are you doing in mid to late game other than conquering other factions?

I agree with Singularity: that middle part of the game isn't so great for expansion using new bases. With the AI's production advantage at Transcend you know there will be some SP's they may beat you to, so I focus on "must-haves". The PTS becomes available around the same time as a number of SP's more suited to my immediate and long-term needs, and the thought of hunting for new base sites in the middle of a 3-or-4-sided vendetta doesn't appeal.

I've had better luck waiting for someone else to build it -- in my last 3 games its been a vendetta faction, so it benefitted me more than them. How? As the fighting goes on, let them keep cranking out colony pods -- esp sea colony pods, since at that point there isn't much land left near their home bases -- follow the pod with a skim or IotD, and voila, you have an empty size 3 base when they settle.

Eventually, the war is brought to their home, and the PTS is yours (hoping that its base doesn't get destroyed in the mess).

Long as the PTS isn't extremely abused, it isn't that bad. Except for win it is. I decided one day try out a little new 'strategy' of mine. I went straight for the PTS on the tech tree. I then plopped down bases in every other square. Sure, none of my bases reached a size over 6... but I had so such a huge population boom in such the early game that I elected my self planetary governor, then I went directly for Homo-Superior (Supreme Leader Victory). After playing buddy buddy so I wouldn't have to go to war with anybody (I basically gave away my whole tech tree to everybody in one turn). I appointed myself supreme leader. I could have won it without having to buddy up to them. But then I would have to go fight them, and that defeats the purpose of this whole strategy. The game was then over. This was done on Thinker Level... I didn't want to try it on transcend, and give my enemies all these free bases with there 007 probe teams.
