What's with this "Javascript:Legal(file-address);" instead of a simple download?
Netscape 4.5 with Javascript enabled is incapable of downloading the second Borehole scenario: a left-click does nothing, a right-click to copy the link gives a size zero (0) file.
Is Firaxis intent on abusing its reputation?

The javascript is OK, the fileadress was wrong. Better: the adress is all right, but the file was yesterday not on the EA server.
But is OK today...
