Hi, you didn't answer my question: Did you make the scenario starting with blank ocean, starting with a random-generated map, or starting with a map file that you loaded?
If you started with empty ocean and used the editor to raise land, then you are stuck because that is broken. You have to remake the map starting with a random generated map and then modify it.

How do you get a random map? Do you start a new game and then turn on the scenario editor or what?

It under Menu -> Edit Map -> Generate Random Map (either Slow or Fast). First do the Set Size & Clear Map (All Ocean) like you were doing before to set the size of the map. Then do Generate Random Map. You can then modify that map and it won't have the problems.
If you don't do Generate Random Map, the elevations won't work correctly for some reason. That seems to be what causes the sinking below the ocean when rivers appear.
