I need some help. I know that SMAC has all these ways to edit the game but is there no way to create your own base facilities and secret projects? There are alot of times that I would like to make it possible to get a Psi Gate or whatever at all my bases without having to mess with changing the faction's txt file.

Nope - it can't be done. The effects and rules of SP's are more complicated, and they are in effect "hard coded" into the game structure. You can change things like production levels and prerequisite techs, and faction SE values, but not create projects or facilities themselves.
