When I build a borehole, it only gives me 2 minerals and 2 energy! The number "2" icon is smaller than it should be, and is surrounded by blank (black) screen space. Any thoughts?

You have not discovered the right tech.
Gene Splicing lifts the nutrient restrictions.
Ecological Engineering lifts the mineral restriction.
Environmenal Economics lifts the energy restriction.

You will also get the black ring around other things as well (mines, farms, SC)
