I have achieved the required tech, am looking in the design unit window, no option for carrier deck. Even after all tech achieved, no option. Computer doesn't even build them. What is going on??

Tom, to build carriers, you have to select TRANSPORT as weapon slot, and then under special slot, the AC option will be enabled.
With Ocean Bases and infinite range missiles, the AI hasn't a need for Aircraft Carriers to project power.

Tom - a neat use of this is to put both repair bay and carrier deck on the same cruiser transport. This makes the unit more like a Marine amphibious assault ship, since you can carry (and repair) ground units as well as air units. Great for power projection and taking down remote enemy sea and land bases.
