why cant AI make pacts with eachother?

Just wondering if this can be fixed, AI players never make pacts with other AI players.. a little boring and unrealistic? |

They do in my games, usually, shortly before deciding to gang up to go after me. |

I have seen it in my game too and I am using patch 3.0. |
