On numerous occasions, I've tried using long-range fire from ships at formers in the open and it does nothing. It's like the former suddenly became invunlerable.
Also, I accidently hit a Unity pod with artillery fire and something destroyed the ship?
Plus (this is not fully tested yet) if a ship is parked on a special resources square, it also becomes invulnerable.

Perhaps your aim isn't up to it

I don't use atrillary so wouldn't know, but when the AI uses it against me it sems as if the amount of damage does vary.

Perhaps you've just been unlickey ?

Artillery fire -- at least by a human player -- does very little damage if it even hits at all. Also, you cannot kill a unit with just artillery fire, so you might as well stop shooting at the formers. Try firing at whatever the former was building, after it has left. That sometimes works -- nothing like losing a borehole to artillery to tick someone off.

Update - Arty fire that isn't about Chaos in strength has a dickens of a time destroying improvements or harming anything but Arty units. (Missile Arty does seem able to occasionally do some damage). You CAN kill something with Arty, but it takes a LOT of tries.

According to the manual, you CAN'T destroy things with artillery. Says something like 'This reflects the basic inaccuracy of artillery' (I'm at work and don't have it handy right now...). It didn't say anything about more powerful artillery being able to destroy things, but I'd be surprised.

After spending about 50 years trying to take a city defended by one lonely little loser of a scout patrol with five artillery units, I decided to quit making them...

Is singularity a weapon or engine? You can destroy units with Arty fire, but it is rare. If you are tired of it, save the game, attempt destruction of improvement with arty, and when it fails, reload, and rety. That seems to change the random seed, getting you back into more normal results. I suspect arty is also affected by morale levels, as my better morale units tend to destroy things better, but I have very rarely mananged to get Missile (6) to destroy improvements, and can't recall getting anything less to work against land targets at all.

You can always turn the unit over to your AI Helper(Shift+A). It doesn't seem to have a problem shelling things.

Singularity lasar, damage value 24.
I've never had any trouble with shelling improvements, even those up to 6-7 squares inland.
