Playing at Thinker level, I got bored and decided to switch from a Green economy to a Free Market economy, just for fun. Result: drone riots at almost half of my bases (most of them conquered bases). After a few turns of riots at one of the bases, the drones *revolted*, and elected to "join" other factions. Two bases went over to the Gaians, and one went over to the Spartans. Problem was, I had already personally eradicated both the Gaians and the Spartans. The bases never did anything except Stockpile Energy. There was no listing for either of those factions on the comm panel, and both were still listed as "eliminated" in council votes. But they could contact me to ask for a pact. When I saved the game and started again, they were listed on the Comm panel, and their bases started building troops and behaving like a real player again.

Yeah, I've suffered from excessive rioting in my present game. I've been gathering in the energy *most* of the game but the bases have gradually become more and more prone to some irritation or other.
A lot are rioting so much that the empaths greatly outnumber the drones and they still go. Even to the extend of having to starve them (too few workers).
I'm giving up on Free Market and changing tactics in the hope I can get some breathing space.
Don't see the fact that certain factions are eliminated is really that important, although the game could be more elegant about dealing with the situation I'd agree. Look upon them as rebels who call themselves Giains/Spartans, but aren't really any more. And don't encourage them by restarting (unless they're sworn to serve of course) !
