Has anyone else noticed this?

Are you sure, that at least one other person said 'no' to the topic, too? You can not use your veto, if everybody else is against you.

Exec Veto only really counts as two votes, the one you usually get plus the one for being governor. You could still veto a two against one vote in your favor(votes cancel), but you can't veto the measure favorably if there is three or more factions voting against you.

Doesn't sound much like a veto though.

If yours is the only "No" vote, a veto will fail. It doesn't matter if others abstain.
