OK, so I followed suggestions, installed DirectX 6.1 and my sound still terminates after the Secret Project Movies play. This is partially good news, because they used to cause the whole thing (SMAC) to crash until I upgraded my DirectX. So, the new DirectX appears to have ended that part of the failure. I can continue on with the game, but there is no longer any sound. If I save the game, terminate, restart, and reload the game, >viola!< sound returns... Does anyone have any additional suggestions, other than to wait for SMAC 4.0?

What's the soundcard? Does the DXDiag.exe directsound test complete successfully?

I think you're having the same problem as me. Try building another secret project after you build the first one. Does it crash the computer? If it does, it's like mine. Set the 8bitsound=1 and see if that helps. It worked for me.

I haven't run the DXDIAG since installing the upgrade (last evening), but I will do so. Of course, I must note that the last time I ran that diag it reported "clean and good", too. So I'm not very optimistic about it failing this time, which, I guess, would be a good thing for my system, but bad for the Trouble.

The Sound Card is an S.B. AWE32.

By the way, I get lots of suggestions about updating settings, but noone is tellimg where. Into what file are all these "Settings" supposed to be entered?

I have a SB 32 value. The settings are in a file in the "Sid Meier's Alpha Centauri" directory. It begins with alpha. If you look in the Windows explorer, it should say that they're configuration settings. Go into that, add that line somewhere (or change it if it's already there).
