I am trying to modify the effects of economy, so I altered the alpha.txt file. But this seems not to affect the game at all-- is there any way to modify this aspect of the game?

Hm, do you mean that you want to change the modifiers of various SE by editing alpha.txt?
It works for me...

No-- I'm trying to change the effects of the Economy setting (+1 = +1 energy/base, etc)-- but I'm fairly certain by now that it isn't possible.
