Does anybody know what determines when resources run out? It doesn't seem to be random, because I managed to save a game just the turn before a mineral resource dries up, and ran it about 10 times, and the resource went away every time, like clockwork.

That's one of the many kinds of random events that can happen to you. It is random, but the reason that it doesn't look like it is that the event determination happens on one turn and the impact is then "scheduled: for a few turns later. That discourages players from backing up to last turn's save to avoid an random event they didn't like. If you reload far enough back then the event you're seeing is likely to go away or get replaced by something else.
