I installed new patch (I know it worked because I have Borehole Cluster) and my brother and I started a hotseat game. Within 20 turns he built first new base on Planet, and on the next turn it was gone. He even still had the monument for building it, but it was gone and the borders between him and Santiago had returned to where they were before he built it. What happened?

It sounds like it was destroyed...Since it was new, chances are there wasn't a unit in there, so it would be destroyed instantly..
