I wonder if anyone else has run into this problem.

I was playing a game and saving up rovers to build the Cyborg Factory. When I got the advance to allow it, the factory did not come up on any build lists. The Gaians were attempting to build it, but were not yet finished. I was robbed because of this fact.

I believe it only happened that once. I seem to remember it might have happened later, but wasn't as significant.
