I'm playing a game where I have all the available "winning conditions" left as the default, and believe I "achieved" a cooperative victory (ie all the opposing factions which hadn't been eliminated chose to surrender and I accepted). But the game didn't complete, and now, despite achieving the preqreq technology (future tech 4 by now).. and building the prereq wonder, it wont let me build the ascent to transcendence. It also won't let me elect a supreme leader.
All I can do is resign and claim my 418%. I was hoping for a victory bonus!
Anyone seen this?

Let me get this straight. You have only pact brothers/sisters left on the planet, and you have not won. I thought this was a way of winning, but there may be a limit to how many factions that you can be pacted with.
Future tech or transcendent thought do NOT win the game, you must build the Ascent to Transcendence SP to win, which does have a prerequisite SP that needs built before you can start the final SP. I hope that wasn't too confusing.
As for the supreme leader vote, you will need 3/4 of the total votes to be elected. If you have submissive pact brothers/sisters, their votes are usually purchased rather cheaply.
Post back if anything is not clear.

There definitely is a limit to the number of factions for cooperative victory.
There can be 3 joined factions max in order to be able to win cooperative victory. (although I'm not sure if this includes your own faction or not)

I have been having the same problem. In my game, I have conquered all opposing factions. I have 1 Pact (w/the Gaians), and two factions surrendered to me. However, the instructions specifically state that surrendered factions count as eliminated for purposes of winning the game. Since I only have 1 Pact Sister, why isn't the game ending?
