The "total thought control" option for probe teams, doesn't seem to work. If I understand this correctly, it should make the city totally yours, not a captured base. Am I right about this?

The help files say using the "planet buster" will cause the user to be expelled from the "planetary council". This doesn't happen, even when UN sanctions are in effect.

Regarding your first point: This is what I originally thought [after all, taking the action's label as a description of the action itself, it seems evident] - *but* read the manual, page 135: [emphasis mine]

"The Total Thought Control option is a variant of mind control that takes control of a base or unit, *without causing any damage to your reputation with the other factions.*"

So, there is a benefit to the increased risk in carrying out Total Thought Control, but not the benefit you [and I, originally] believed it to be.

Regarding your second point: I know it's a heresy not to, but I don't use PBs and cannot comment ... chalk it up to a lapse in the documentation when compared to the actual game. No faction leader is ever 'expelled' from the council ... although it would be nice if some [Yang] were ... the worst that can happen are trade restrictions and retalitory vendettas from other council members.
