I have no options to call the planet council except for a new election of the President.
Whys that?

Simple, You have to discover some tech first. Some new techs gives you an item that can be called in counsel for a vote.

It was only because some other less advanced factions proposed things like cancelling the UN Charta or doubling the trade.
