On the higher levels (above talent) and about halfway through a game until the end, other factions will try to contact me and when you hit ok, the box disappears and then pops back up. This goes on several times and then they quite and we never connect. This has been around since version 2.0.
NOTE: a work around to this bug is when it happens, to goto the comlink and click on the person sending the message. This will connect you to them and you wont miss anything, but is would much nicer if it worked right the first time.

Strange--doesn't work that way for me or at least not that I've ever noticed. I always play at Librarian or higher but I also can't imagine how something like that would get tied to difficulty level.
The fact that it doesn't work that way for everyone makes it all the more strange.

I've had the same problem as well. So far, it seems to be the Planetary Governor or most powerful player that has this problem. I guess it doesn't show up on lower levels since you're usually the top dog there.
