I've heard that SMAC doesn't work on Japanese version of Windows 98, but it's worked on my own machine.
It's probably because MS-IME98. You should change your default language setting to another IME or English. I've not checked which IME will work, but at least WXG3 will do.
(IME is Input Method Environment, typical add-ons to input Japanese characters.)
