I've recently completed a game on the Thinker level and noticed on multiple cities I had an efficiency penalty. From patch 2.0, my understanding was the Hive was immune to this. Are there situations where the Hive is not completely immune? Thank you.

HubCat - I believe you have misinterpreted " immunity". This does NOT mean that the Hive suffers no energy loss from inefficiency. What it does mean is that the Hive accrues no negative efficiency modifiers due to SE choices. The Hive will then most often have a basic efficieny rating of 0, which still entails rather significant energy loss. I say most often because I think the change was made to permit the joint use of Police State and Planned Economy (generally regarded to be philosophical naturals for the Hive) without crippling the Hive economy. Whether this change went too far is an issue for another time and place.
