As the Univeristy Im at the head of the tech race. The Believers have declared a Vendetta on me for not going caroling with them (and not giving them a copy of my Air Doctume also). So I send some Chaos Needlers to soften their cities, but I get the message ' You can only set up bombing runs on Enemy cities'. (Or something like that.) The declared a Vendetta on me, so I assume the are my enemies and I can attack them manually (with lasers) with the plane...
So is this a bug, or am I missing something?

Happened to me: The problem is the mouse pointer :-).
Try a few times. The pointer is somewhere in the superior left-hand corner of a square enclosing both bombs. You think you are clicking on the city but you are clicking on a square just behind (or beside) it...
